What does OCR do to a scanned PDF?

Why does picking the right language matter?
OCR is far more accurate when it knows which alphabet and dictionary to expect, so choosing the document's language noticeably improves the result.
Will it work on handwriting?
OCR is built for printed text. Handwriting, stylized fonts and faint photocopies give poor results.
